Hartje Noord

Hartje Noord is a project at Buikslotermeerplein. Next to ’t Warderschip, a new sustainable, residential building will be developed, with space for mid-range rental homes and facilities. The first two floors of ‘t Warderschip will also be renovated. These floors will continue to offer space for facilities that bring life to the area.

On this page, you can read more about the plans, the schedule, and how you can share your ideas. Hartje Noord is a development by VORM. With Hartje Noord, the transformation of Buikslotermeerplein will truly begin.

The plan

A new residential tower with more than 110 mid-range apartments will be built on the west side of ‘t Warderschip. On the ground floor and first floor, there will be space for functions such as offices, social facilities and restaurants or cafés. The design of the new building takes into account the nearby homes in ‘t Warderschip. The residential tower will have a heart-shaped layout, with a lot of attention given to pleasant sightlines and privacy. The architectural style of the distinctive arches on the lower floors of ‘t Warderschip will return in the design of the new building. In the future, VORM will also become the owner of the first two floors of ‘t Warderschip. These floors will be renovated, and separate roof gardens will be created on top of ‘t Warderschip and the new building.

Hartje Noord will be developed in the lively area around Buikslotermeerplein. This square is the meeting spot for people from all over Noord, hence the name Hartje (heart). That’s why we want to involve everyone in this redevelopment. It is also a place that many people from Amsterdam North visit regularly. We would like to talk with residents, visitors and business owners on and around Buikslotermeerplein to make sure the plan fits well with Amsterdam North. Soon, you will meet our team on and around the square to talk about Hartje Noord.

Questions and Answers

The plan
Is there already a design?

Yes, our architect, VMX Arhcitects, has prepared a design for the new residential tower. This is a preliminary design. Some aspects have already been determined, such as the height, but it is not yet a final design. In the coming period, we will discuss the design of the new residential tower with the residents of ‘t Warderschip. These discussions will mainly focus on views and privacy.

Is there already a design for ‘t Warderschip?

Yes. A preliminary design has also been prepared for the commercial spaces in ‘t Warderschip. This only concerns the ground floor and first floor. The homes on the upper floors are not part of this project. The old façade on the ground floor, with the arches, will be replaced by a new façade. In doing so, we will widen and deepen this structure to create space for outdoor areas for the commercial spaces on the first floor. We will discuss what this part of the building, which we refer to as the plinth, will look like with visitors, residents and businesses around the square.

How tall will the new residential tower be?

The new residential tower will be a maximum of 50 metres tall.

How much distance will there be between the new tower and ‘t Warderschip?

At least 6,5 metres. Angled lines and shapes will be used as much as possible to take sightlines, privacy and natural light into account.

What makes Hartje Noord sustainable?

We are making sustainable choices in the selection of materials, including the extensive use of timber. In addition, the following aspects are being incorporated into the design: carbon neutrality, a high proportion of circular materials, such as recycled glass, the integration of green roofs, and water retention.

What will the public space look like? And can we contribute ideas?

The public space is owned by the municipality and falls outside the scope of the plan. However, you can contribute ideas about the architectural design of the plinth: the lower floors of the building, meaning the ground floor and first floor.

Program
How many homes will be build? And what is the distribution of owner-occupied and rental homes?

There will be approximately 115 homes. All homes will be mid-market rental homes.

What is the price range of the homes?

Mid-market rental homes are regulated homes that fall under the housing valuation system, also known as the points system for social and mid-market rental homes, and under the mid-market rental policy of the Municipality of Amsterdam. The municipality determines the maximum rent for these homes. In 2026, this maximum rent is € 1.228,07.

Where can I register?

The rental of mid-market rental homes is subject to municipal allocation rules. For example, income limits apply so that the homes are allocated to people who earn too much for social housing but too little for the private rental sector. In some cases, priority schemes are also applied, for example for key workers or for residents from the local neighbourhood or city. Whether this will also apply to Hartje Noord, and how it would work, is not yet known. More clarity about the rental requirements and rules is expected approximately one year before completion. It is not yet possible to register for a home, but you can sign up for the newsletter. We will keep you informed through that channel.

How large will the homes be?

The homes will be around 60 m2. Thanks to the shape of the building, almost every home will have a dual-aspect orientation, with windows on multiple sides of the home, and a three-room layout suitable for various target groups.

Will the homes have outdoor space?

Yes, all the homes will have a balcony, and a shared indoor/outdoor space will be created on the top floor.

Will certain target groups receive priority?

We would like Hartje Noord to participate in the district priority scheme, in order to offer local residents priority access to a home. Whether residents of the Noord district can receive priority for these homes is a decision for the municipality. This decision depends, among other things, on the number of homes designated for priority allocation in the year of completion. At this stage, we cannot say whether the priority scheme will apply to Hartje Noord. We expect to know more approximately one year before completion.

Will there be special target groups in the social rental homes, such as refugees with protected status?

There will be no social rental homes in Hartje Noord, only mid-market rental homes.

Will there also be owner-occupied homes?

No, all homes will be mid-market rental homes.

Traffic, parking and mobility
How many parking spaces will be there, and where?

No new parking spaces will be created as part of the project. VORM will take over 26 parking spaces from the municipality for the commercial functions within the project. These are existing parking spaces in the car park underneath ‘t Warderschip. The reaming spaces in this car park are private parking spaces and spaces belonging to Eigen Haard.

Will there also be bicycle parking spaces?

Yes, Hartje Noord will include sufficient bicycle parking spaces. Provision will also be made for scooters, cargo bikes and oversized bicycles.

Has shared mobility been considered?

Shared mobility is not currently part of the plan.

Construction
When will construction start?

Construction work is scheduled to start in November 2027.

When will the homes be completed?

Completion is currently expected around mid-2030.

To what extent should disruption be expected?

The construction work will inevitably be noticeable to local residents. VORM is aware of the fact that they will be building next to, and adjacent to existing homes. This will be a key consideration in the choices made about how construction will be carried out. In addition, we will prepare a disruption management plan to limit inconvenience as much as possible and to ensure that everyone knows what to expect. This plan will be discussed with a review group of local residents and stakeholders.

What will the route for construction traffic be?

We do not yet know the exact route. What we do know is that the market and shops will remain accessible at all times.

Facilities
What functions/facilities will be located in the plinth?

The plinth will provide space for social/community facilities, hospitality, offices and other business services, culture and leisure, and light commercial activities. Terraces and greenery may also be included. There will be no retail, such as shops, and no dark stores or rapid grocery delivery services. Only functions that are suitable next to or underneath homes will be included.

Participation
What can we contribute ideas on?

The residents of ’t Warderschip can contribute ideas on the design of the new tower, specifically on views, the design of the roof gardens, the architectural design of the commercial spaces, the appearance of the façade, the connection with the ground floor, and liveability and safety. We are also asking visitors, entrepreneurs, local residents and others interested in Hartje Noord for their input, with questions such as: • We want our plan to become a genuine part of Amsterdam Noord. What should we take into account? • Would you want to live here? • We want our plan to help improve the atmosphere around Buikslotermeerplein. What do you think we should take into account? • Our project will include space for homes, hospitality, offices, social/community facilities, and culture and leisure. What would you like to see here? • We are going to renovate the ground floor and first floor of ‘t Warderschip. Which existing problems could we help solve? • Do you have any ideas for the design?
